i18n problem on login_failed.pt

Description

Set your language preference to English and load up login_failed in your browser. The phrase "allow cookies" in the page template is replaced with an empty string and as a result, the link around the phrase ends up covering the entire bulleted list. My i18n-fu is weak and I don't know how to fix this.

Fixed in SVN. Now I know why the i18n developer guide tells you not to use i18n:name and i18n:translate on the same tag. It's simply not working :)
