cannot assign groups to groups in control panel

There is no way to assign groups to groups in the control panel. This functionality is only available to the ZMI. This should be there to complete the control panel user/group functionality. Many people use groups in groups.

Doesn't look implemented yet. Groups inside groups, Jebus ;-)

i've got this working, just need to write some unit tests.

Modified prefs_group_members.cpt. All of the required code was already available, just needed assembling in the page template. Updated text on labels and buttons, etc. to reflect changes.
