Display menu looks bad if index_html exists

Description

When a folder contains an index_html document, the display menu is disabled. In its disabled state it lacks some padding though which makes it look shitty.

E.g. Go to  http://your_site/Members/edit and weep

Thinking of it we may want to make display disappear entirely when index_html exists?
