'Show "Short Name" on Content' is Missing in Personal Preferences

Description
"show short name on content" is globally configurable in Portal Settings, but the dialog box there says you can change it per user in Preferences, which you cannot.
(This is after upgrading from Plone 2.05 to 2.1.2RC2.)

My mistake. Complete text is "Display and allow users to edit the "Short name" content identifiers, which form the URL part of a content item's address. Users also have to enable this option in their preferences." I mistakenly read "Users can enable this option in their preferences."
Perhaps for clarity "Once enabled, users will then be able to enable this option in their preferences."
