Missing PIL should be noted in the Control Panel

Description

The control panel lists the different versions of Plone etc - it also conveniently lists PIL version.

This template should show "Warning: PIL is not installed properly, and image scaling will not work".

Didn't want to do it right before 2.1.2 release, but should be an easy fix.
