toPortalTime needs to be put back

Description

toPortalTime was removed in 2.1.2 - we shouldn't remove things in maintenance releases that will break stuff - even though it was deprecated long time ago.

We need to put it back in 2.1.3, and remove it for 2.5 instead.

Assigned to Hanno, since he's the one that took it out in the first place. ;)
