edit on site root does not work

Hitting edit on the site root (ie going to portal_url/edit) leads to a 404 not found error.

I just note that this is a problem in 2.1.x as well. Editing the front-page works but not the real site.

(In [9780]) Readd folder_edit_form which is still used to edit the site root. This closes #5430.

Turned out to be only a bug for 2.5. Had some local customization that caused it for 2.1.x as well.
