Large/small site option in the Site Setup control panel needs to be better defined

Description

"a lot of content and a large amount of users and groups" is very subjective. I noticed that the "show all" button was missing on the default installation in the Users and Groups control panel. I presume that is because with PAS, it may not make sense to return 30k users from an LDAP directory. However, the default setting for the Large/Small setting is "small" so it seems that in this case, it may be appropriate to show the "show all" button. Regardless, this needs to be better explained so that portal admins better undrestand the consequences of both choices.

(In [9909]) Rename 'large site' option to 'Many users/groups', which covers its meaning properly. If more similar options are added later we can group those in a new 'large site' option. fixes #5451
