Editor role lacks "add content" permission

Description

The new editor role (which is an awesome and much needed idea!) doesn't currently include permission to add new content items. It should. In my world, people with 'edit' permission on folder will always want to add new items to that folder, as well as edit what's already in there.

Interesting question.... I'm not 100% sure which is the correct behaviour. It's an easy change to the workflows, but what should be the default?

I agree with Jon, adding content inside that piece of content is what's expected. We can alter the label to be "Can Edit/Add" to make it clearer, but the behaviour is sane.

It doesn't make sense to be able to edit a folder/howto but not be able to add things inside of it.

(In [14406]) - Let users with the Editor local role add content in folders. Note that

this will only work for third party content types and custom workflows if they either use one of the standard "add content" permissions or explicitly give Editor the Add portal content role. Fixes #6265.
